Proposed creation of a new rank of Senior Assistant Director, Commission Against Corruption (Independent Commission Against Corruption Pay Scale (“IPS”) 47) and two supernumerary posts of one Senior Assistant Director, Commission Against Corruption (IPS 47) and one Assistant Director, Commission Against Corruption (IPS 46) for three years; and regrading of one permanent post of Secretary to the Commission Against Corruption (IPS 46) to Assistant Director, Commission Against Corruption (IPS 46) in the Independent Commission Against Corruption with effect from 6 July 2022 or upon approval of the Finance Committee, whichever is the later, to support the Commissioner, Independent Commission Against Corruption in performing his duty as the President of the International Association of Anti-Corruption Authorities

Mr CHAN Chun-ying said that he supported this staffing proposal in principle and declared that he was a member of the Operations Review Committee of ICAC.

Given that C/ICAC was elected the new-term IAACA President, Mr CHAN Chun-ying suggested that ICAC should, during its upcoming yearly briefings to the Legislative Council (“LegCo”), highlight the annual activities supported or organized by the IAACA Secretariat. He enquired about the staffing arrangements following the expiry of the three-year terms of the two supernumerary directorate posts and the eight time-limited non-directorate posts.

ICAC advised that when giving its annual briefings to the relevant LegCo Panel, it would also give an account of the work of the IAACA Secretariat. In case C/ICAC no longer assumed the IAACA presidency after three years, the IAACA Secretariat, which was established as stipulated by the IAACA Constitution, would be subject to disbandment. Redeployment arrangements would be made as appropriate and there would be sufficient vacancies in ICAC to absorb the manpower concerned.
