Q2: Developing onshore power facilities at the Kai Tak Cruise Terminal
MR CHAN CHUN-YING: Thank you, President. According to the main reply, cruise lines have two options: either use green maritime fuels or use onshore power. The main reply also indicates that a total of 38 ports worldwide are equipped with onshore power supply facilities, accounting for only about 3% of the world’s cruise ports, meaning that it is not the mainstream. I would like to ask the Bureau: In the consultancy’s report, is there a comparison between the current electricity tariffs of Hong Kong and these 38 locations, which is the most important factor? I believe that this is one of the most important considerations for us in deciding whether to install onshore power supply facilities. Will the Bureau make it a mandatory requirement for the consultancy to do such a comparison? Thank you.
UNDER SECRETARY FOR ENVIRONMENT AND ECOLOGY: The focus of the consultancy study is primarily on the installation of onshore power supply facilities at KTCT. Regarding assessment of electricity tariffs, we have referred to the non-residential tariffs charged by CLP Power Hong Kong Limited in April 2026, and our preliminary estimate is HK$1.504 per kW-hour. As for comparisons with electricity tariffs charged in other places, the consultancy study did examine the installation of onshore power supply facilities in other places, but there is no detailed information on electricity tariffs. We will look into this further. Thank you, President.
